Title: Cost-Effectiveness Analysis of Job Access and Reverse Commute Program

However, most such measures are restricted to measures such as cost per ride or cost per new transit trip. This paper finds that a broader range of Cost-Effectiveness (CE) are relevant for the Job Access and Reverse Commute (JARC) program. This program was established by federal legislation to assist public assistance recipients and other low-skilled workers to transition to jobs, by linking job-rich areas with residential locations that have large numbers of workers in the low-skill bracket. Since this program links labor market outcomes to transportation, a variety of CE measures are possible that gives the cost per labor market outcome achieved. This paper estimates such CE measures to evaluate a sample transit services funded by the JARC program. The paper starts by comparing these measures to those of peer transit operations that are located in the same sites as the sampled JARC projects. Secondly, the paper estimates a number of CE measures that link transit directly to labor market outcomes such as cost per work trip by individuals previously unemployed, cost per trip to higher wage destination and others. The paper attempts to estimate both average as well as marginal costs of these services. The results show that controlling for total ridership, type of service and area of operation, the cost of enabling an additional trip that meets a particular labor market outcome is negative, indicating cost-efficiencies at the margin and that the services are being targeted appropriately.
