Abstract:

The Dulles Greenway was constructed to link the Dulles Toll Road west of Washington, D.C. to the city of Leesburg, Virginia. The Dulles Greenway is the first privately owned and operated toll road within the state of Virginia since 1816. The toll road acts as a key commuter route for the city of Leesburg and Loudoun County. While impossible to quantify, the roadway has surely contributed to the growth in Loudoun County which has quadrupled in population over the last three decades. The Dulles Greenway was originally constructed and opened to traffic in September 1995 as a four lane roadway extending for approximately 14 centerline-miles. The roadway has been expanded from four lanes to six through a series of construction projects beginning in 2001. Since it’s original open to traffic, the owners/operators have had to provide proof through an independent consultant’s report to the Virginia Department of Transportation that the roadway was being maintained to local standards. MACTEC has been performing data collection services on the Greenway to provide the independent consultant’s report for the roadway since it opened. This paper was written to review the performance history of the Dulles Greenway since it opened to traffic in 1995. It shows that the toll road is providing a high level of service to all of its users.
