Abstract:

Emergency managers and transport specialists are charged with a host of responsibilities centered on ensuring public safety and well-being in crisis situations. Over the last few years, hurricane emergencies have been among the most pervasive major disruptions in the United States, particularly in the Southeast region of the country. A key aspect of managing hurricane disasters involves logistical planning to facilitate the distribution and transportation of relief goods to populations in need. However, transportation research dealing with hurricane disaster relief goods distribution is limited. The purpose of this paper is to develop a spatial model for hurricane disaster relief goods distribution. The created model tracks the flow of goods shipments over networks from supply stations to people in need, as well as suggests locations for intermediate distribution stations where people may receive goods. Flexibility inherent to the model allows for various types of distribution infrastructures to be implemented. In our application, the model is adapted for use with protocols set forth in the Florida Comprehensive Emergency Plan and tested in a smaller city in North Florida. Scenarios explore the effects of alternate goods distribution strategies on the provision of disaster relief. Results show that measures describing people’s accessibility to relief goods can be affected by the type of distribution infrastructure used to provide relief, as well as the underlying assumptions made regarding the population(s) assumed to be in need of relief service.
