Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The Insurance Corporation of British Columbia (ICBC) started a program known as the Road Improvement Program (RIP) back in 1989. ICBC recognized that tangible benefits, measured by a reduction in auto insurance claim costs, could be achieved by funding road safety improvements. At the outset of the Program, there was limited funding available for road improvements, targeting only a very few locations. However, due to the on-going success, the Program has grown considerably since its inception in 1989. The objective of the Road Improvement Program is to establish effective partnerships with local road authorities and to work cooperatively to invest in road safety. The common goal for ICBC and the partnering road authority is to reduce the frequency and severity of collisions; and for ICBC, a successful outcome will produce reduced auto insurance claim costs. To achieve a desired return on road safety investment, ICBC establishes funding criteria used by engineering analysts to evaluate candidate projects to determine the level of ICBC funding. Periodically, it is necessary to evaluate Program to ensure that the target return on road safety investment is achieved. This paper presents the results of a recent evaluation of ICBC’s Road Improvement Program. The paper describes the methodology used to ensure reliable evaluation results, the success of the program in reducing collisions, and quantifies the return on road safety investment. The evaluation showed positive results; with an overall reduction in collisions and that the return on road safety investment exceeded target levels.
