This paper examines the economic development impacts of TDM. It discusses various ways that transportation policies and planning decisions affect economic activity, identifies market distortions that result in economically excessive automobile travel, and the degree to which TDM strategies correct these distortions. This analysis suggests that TDM strategies can increase economic productivity and development, and are often better investments than capacity expansion projects. However, TDM strategies must be well planned to maximize economic benefits.
