Abstract:

Delaware Valley Regional Planning Commission (DVRPC), a metropolitan planning organization (MPO) for the Philadelphia-Camden-Trenton metropolitan area, has structured several what-if scenarios to study potential regional, national, and global changes that should be considered in the development of the 2030 regional long-range plan. In a phased analysis, DVRPC first looked at twelve broad scenarios covering the region’s spatial, economic, demographic and other planning considerations, and then, selected five specific scenarios to perform in-depth analysis using simulation tools. While the analysis results identified long-term regional issue and opportunities, they also provided a framework for scenario planning to be utilized in an already-developed area.
