Abstract:

This research applies the full cost model to analyze the external cost of motorcycles and to assess effects of motorcycle management strategies on external costs in Taipei Metropolitan. External costs considered in this study consist of air pollution, noise, accident and congestion. Management strategies for motorcycles are formulated under various scenarios of mobility management including short-term and long-term considerations, public transit network, vehicle technologies, pricing, and taxation approaches, as well as conservative and optimistic political conditions. It is shown that motorcycle trips have significantly higher external costs than other modes in Taipei Metropolitan. It is also shown that a strategy of having motorcycle trips diverted to public transit is preferable to combinations of taxation policy and pollution prevention strategies in terms of the reduction of external costs.
