Abstract:

This paper points out that the measurement of student driver competency still depends primarily on written and road tests, while advances in simulation allow competency measures to include situations that occur too rarely or are too dangerous on the road to make a part of student assessment. There remains a need to set competency standards that will satisfy both licensing and safety needs.
