Stated Travel Response to On-street Motorcycle Parking Charge: A Case of Taipei CBD

Abstract:

This paper investigates potential travel behavioral changes in response to on-street motorcycle parking charge. A revealed-preference and stated-preference survey was undertaken at the Ximen of Taipei CBD. The multinomial logit (MNL) and nested logit (NL) models were employed to analyze potential behavioral changes on mode and motorcycle parking location choices. Estimation results indicate that parking fee, in-vehicle travel time, searching time, walking time, trip frequency, personal income, gender, and motorcycle ownership are significant factors influencing the choices of modes and motorcycle parking locations. Elasticity analyses demonstrate that on-street motorcycle parking charge would lead to a significant relocation of parking or even change in travel modes, especially when on-street motorcycle parking is charged by an hourly rate. Our findings support that implementing on-street motorcycle parking charges is an effective strategy in increasing usage of off-street parking lots and public transport ridership.
