Title: Optimal Parking Reallocation for Special Events: Geographic Information System Analysis

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: This paper describes how transportation systems in small towns frequently have inadequate infrastructure for accommodating special event traffic. Clemson, a small college town in South Carolina, deals with a massive over-saturation of existing transportation systems during reoccurring special events throughout the fall each year. These events are the home football games that attract crowds in excess of 80,000 spectators. This research has developed a methodology to augment the existing parking assets around Clemson by creating optimized parking assignments to handle the traffic for these large events. This efficient assignment system was achieved by spatially allocating the vehicles with assigned parking spaces. The effective application of specialized Geographic Information System (GIS) network analysis tools such as spatial allocation was an important aspect of this research. A simulation model was developed for evaluating the recommended strategies. This research resulted in an effective implementation of the Hitchcock Transportation Algorithm in a GIS environment to optimize parking lot distribution. The Hitchcock Algorithm considers the network cost for the distribution, making the solution close to reality.
