Abstract:

This paper draws attention to conditions that influence the ability of agencies to cope with new requirements that have arisen as a result of the Program Assessment Rating Tool (PART). A case examination of two federal block grant programs, including the Federal Highway Administration’s (FHWA) infrastructure program and its research and development program is used as a basis for identifying these. In summary, the case examination suggests that the FHWA, together with the State Departments of Transportation (DOTs) have been well equipped to meet many of the requirements imposed by PART, due to a strong collaborative culture between FHWA and the state DOTs, and the presence of a common matrix of standardized practices that overlap with the requirements of PART.
