Abstract:

The enlargement of European Union (EU) in South Eastern Europe provides new opportunities for achieving better results in the fulfillment of the goals of the EU White Paper for Transport, regarding intermodal transport development. This is mainly due to the extended railway infrastructure these countries maintain; the existence of multi-modal ?Trade routes? in the area that are historically justified well accepted and recognized by transport industry actors; and, the good level of connectivity of modal transport networks in the area that may enable the creation of efficient intermodal network. In this regard transport nodes development plays an important role in a process of achieving synergy and balanced use of modes and Corridors in this geographical area. In order to benefit from the above described circumstances for intermodality it is important to focus in SE Europe to a planning process for transport terminal development that will follow a bottom-up approach, starting from the regional development requirements for transport, continuing to the prioritize fulfillment of the transport demand of the regions that will enable the regional economic development, and ending to the TransNational justification of the terminals infrastructure project based on future transport chains generic set-ups and ways of operation. This paper presents the methodology and the results of the above-described planning approach as implemented for prioritizing Transport and Logistics terminals development. The methodology is suggested as a complementary action to the typical top down planning processes usually applied by EU for Transport infrastructure development.
