Abstract:

The paper analyses the railway liberalization process according to a “Public Choice” point of view, against the more traditional social choice approach, providing some empirical results. In the first section, the paper discuss the basic theoretical points of the “public choice” theory and the main bibliographic references, introducing how and why the approach can be profitably used to describe some phenomena in the transport sector. The second part the paper analyses some aspects of the new European liberalization process starting form the directive 440/91, focusing on the regulatory issues; the Italian case is introduced to confirm empirically some suggestions. In particular, the analysis of the cross subsidization as a particular “capture” phenomenon allows to focus on crucial issues, defining, at the end, possible solutions for the next steps of the regulatory process. The paper concludes with a set of “general” recommendations, derived by linking the view of the new European deregulation process whit the main “Public Choice” approach issues.
