Sensitivity Analysis of Highway Capacity Manual Input Variables and LOS Analysis Tool for Four Facility Types in North Carolina

Abstract:

Through a project with the North Carolina Department of Transportation (NCDOT), the Institute for Transportation Research and Education (ITRE) has developed a unique level-of-service software program for NCDOT’s Transportation Planning Branch. The goal of the project was to provide NCDOT with a software tool capable of producing service volumes based on the Highway Capacity Manual 2000 (HCM) methodologies for freeways, multilane highways, arterials (urban streets), and two-lane highways. This tool, while similar to the LOSPLAN tool developed for the Florida Department of Transportation, is unique in its display of the information. The software displays a graphical image of the measure of effectiveness (MOE) with level-of-service (LOS) breakpoints shown vertically against the Average Annual Daily Traffic (AADT) shown horizontally. The HCM methodologies are coded into the program and calculate a value of AADT, and corresponding MOE, that is plotted in the graph. These calculated values are then joined into smooth lines that visually depict the relationship between the input parameters and the MOE (and LOS) for a given AADT, while enabling the user to graphically see the effect of each change in input value. A sensitivity analysis was performed on each input parameter for these four facility types. From these twenty-five sensitivity plots and analyses, a summary table lists the sensitivity of twenty-one (21) input parameters for these four facility types. The analyses indicates high sensitivity for four (4) inputs, medium sensitivity for eleven (11) inputs, and low sensitivity for six (6) inputs.
