Title: Evaluating Traffic Calming and Capacity Improvements on SR-20 Corridor Using Microscopic Simulation

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The SR20 Corridor study was initiated by the California Department of Transportation. The objectives are to identify and evaluate actions necessary to encourage through traffic (including truck traffic) to use the South Shore highway around Clear Lake as opposed to the shorter North Shore Route 20. The likely impacts of the capacity improvements to the South Shore corridor, and traffic calming measures on the North Shore route are assessed in terms of traffic performances and socio-economic impacts. Traffic operation analysis was performed using the Paramics microscopic simulation model. The modeling activity is the main focus of this paper. The approach that was followed includes the following steps: Develop a model of the corridor including both the South shore and North shore routes; Estimate and replicate existing traffic demand for typical PM peak conditions on weekdays and weekends; Calibrate the model to existing conditions; Identify potential traffic calming and capacity improvement measures, and define alternative future scenarios for two time horizons (2012 and 2025); Develop and implement modeling approach for all measures under consideration; Use the model to predict travel times and operating conditions for 2012 and 2025; Analyze model results. The paper shows that the model is a very effective tool in the process of assessing likely impacts of the capacity improvements and livable community actions. Results obtained clearly demonstrate that the objectives of redistributing traffic between the two routes and reducing speeds through communities can be achieved under reasonable assumptions for future development.
