Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: State highway departments need strategies to better utilize resources to produce savings in both time and money for utility relocations in highway right-of-way. The objective of this paper is to identify emerging issues concerning utility relocations by developing a questionnaire and conducting a survey of state highway departments. The survey revealed that utility conflict and project delays in the right-of-way result from safety issues, uncooperative utilities, insufficient resources, inaccurate utility locations, and deliberation over reimbursement and general unit costs. Two case studies demonstrate successful approaches to the identified emerging issues and reveal that general unit cost uncertainty and post-project evaluation need improvement. Identified emerging issues and case studies are summarized and reveal effective and practical solutions for utility relocations in highway right-of-way.
