This document examines the relative costs and benefits of providing transportation to non-emergency medical care for individuals who miss or delay healthcare issues. The report includes a spreadsheet to help local transportation and social service agencies conduct their own cost-benefit analyses of non-emergency medical transportation tailored to the local demographic and socioeconomic environment. The study investigated the hypothesis that improving access to healthcare for the transportation-disadvantaged population will lead to improved quality of life and an overall decrease in healthcare costs. It also examined whether this hypothesized net decrease in healthcare costs exceeds the incremental increase in transportation costs.
