Abstract:

This chapter addresses traveler response to both the introduction of parking pricing and fees and to changes in the level, structure, or method of application of parking fees. Included are actions that can change the costs to users of parking even without fee changes, notably through eliminations of employer parking subsidies and by fee structures that differentiate by modes of parking (short/long term) or travel (drive-alone/ridesharing). Effects of parking pricing are often hard to separate from those of parking supply, while application of parking pricing is frequently accompanied by various other strategies. Thus, there is considerable overlap between this chapter and others. This chapter, Chapter 13, will be of interest to transit, transportation, and land use planning practitioners; educators and researchers; and professionals across a broad spectrum of transportation and planning agencies, metropolitan planning organizations, and local, state, and federal government agencies.
