Abstract:

In 1999, the U.S. Department of Transportation (DOT) Joint Program Office (JPO) asked the Transportation Research Board (TRB) to conduct a review of the ITS Standards Program and to evaluate the program's strategy for introducing standards. This study was conducted in two phases. The results of Phase II of this study were published in TRB Special Report 280, "Development and Deployment of Standards for Intelligent Transportation Systems: Review of the Federal Program." Phase II focused on the obstacles to effective standards deployment and how to overcome the obstacles. This article briefly summarizes the findings found in TRB Special Report 280 and presents its recommendations.
