Abstract: This guidance document, "Public Agency Guidance on Employer-Based TDM Programs," has been provided to assist public agencies in developing more cost-effective transportation demand management (TDM) programs. A complementary guidance document, the "Employer Technical Memorandum," has been provided to assist employers in the development of their TDM programs. Both products result from research undertaken to explore the key factors leading to successful and cost-effective employer-based TDM programs. The research effort consisted of three parts: in-depth employer surveys, public agency staff interviews, and focus groups with representatives from both employers and public agencies. Through this process the research team was able to access the collective experience of TDM professionals in both the private and public sectors. Their insights based on real-world experience in the development and implementation of employer-based TDM programs provides the foundation for both guidance documents.
