Abstract:

The purpose of this project is to provide a comparison to the results of previous access management research conducted elsewhere and then based on comprehensive analysis of Minnesota access and crash statistics, determine if access management is a legitimate public safety issue. The key steps in the study process are described in more detail in the following sections: Data Collection; Document and Analyze Access and Crash Statistics; Analyze Relationship with Traffic and Roadway Characteristics; Review Minnesota and Iowa Case Studies; Conduct Statistical Tests; Calculate Expected Benefits vs. Costs.
