Availability: Find a library where document is available Abstract: The Minerals Management Service (MMS) has three primary responsibilities: leasing offshore lands for mineral exploration; regulating exploration, drilling, and production; and collecting royalties associated with production. Several studies in the 1980s and early 1990s suggested that MMS should use risk assessment in some fashion in their inspection program. MMS has nearly 4,000 facilities. Regulations require that MMS inspect these facilities once a year. However, MMS has a very limited inspection workforce to do that. Risk assessment is being used on MMS's database to rank-order the facilities by the accident risk that they pose to determine inspection frequency.
