Abstract:

Since the Great Lakes provide a tremendous opportunity for the United States and Canada to develop, promote, and deliver efficient, sustainable, and environmentally beneficial marine transportation, the question must be addressed as to why there is no thriving, binational ferry transportation network on the Great Lakes. This article provides an operator's point of view on how the regulatory environments in the United States and Canada are hindering the development of efficient cross-border ferry operations.
