Abstract: The fact that airport development has not kept pace with the substantial increases in aviation activity in the United States has become an acute problem. Essential to timely development of new airport facilities is innovative planning, and a key component in the planning process is environmental documentation. This paper describes operational issues most likely to affect environmental assessments, pursuant to the National Environmental Policy Act (NEPA) and the implementing guidelines of the Council on Environmental Quality.
