Abstract: This paper, authored by members of the Transportation Research Board Committee on Soil and Rock Properties, discusses areas of focus for geotechnical engineers concerned with the modern construction and maintenance of transportation facilities, especially those aspects relating to design and performance applications. To advance understanding of soil and rock properties in relation to these issues and facilitate the transfer of this understanding in the 21st century, geotechnical engineers will need to focus on: 1) enhanced utilization and assessment of soil improvement techniques; 2) new approaches to the use of recycled materials; 3) redevelopment of unused or underused sites ("brownfields"); and 4) development of a geomedia assessment and data archival and retrieval system.
