Abstract:

This article reviews the following innovative practices in highway contracting: warranties; transfer of quality control; multiparameter bidding; constructibility reviews; design-build; quality-based contractor prequalification; and electronic bidding. Innovations such as these are just beginning to be implemented. A survey of state departments of transportation to determine their experience with innovative contracting practices found that all of the methods tried are believed to be beneficial, but most are thought to be somewhat difficult to implement.
