The purpose of the study was to develop a long-range strategic capital investment plan for the commuter railroad. The plan addressed rehabilitation, upgrades, and expansion projects. The study consisted of seven major steps: developing a future service strategy, an evaluation of existing conditions, identification of rehabilitation and upgrade projects, analysis of expansion projects, project prioritization, development of a financial plan, and development of recommendations. The study is interesting in that it combines basic rehabilitation and long-term planning to improve the efficiency of the planning and construction process. This, in turn, will help Caltrain maintain and improve service for customers with minimum disruption.
