Availability: Find a library where document is available Abstract: Under the federal "transportation conformity" regulations of the Clean Air Act Amendments of 1990, metropolitan planning organizations (MPOs) must demonstrate that their proposed use of federal transportation money is consistent with the commitments made by their states to meeting national air pollution standards. Implementation of these far-reaching regulations--a process that critically involves not only MPOs, but also state and federal transportation and environmental agencies and stakeholder groups--has been challenging and controversial in many areas. This article reports findings from a study of the implementation of the conformity regulations from 1991 to 1998 in 15 major metropolitan areas: Atlanta, Baltimore, Boston, Charlotte, Chicago, Denver, Houston, Milwaukee, New York, northern New Jersey, Philadelphia, Phoenix, Portland, Salt Lake City, and San Francisco. This article is accompanied by two inserts: A Conformity Glossary; and Conformity Case Studies.
