Availability: Find a library where document is available Abstract: National economic well-being is dependent on the condition of the highway system, which in turn is inexorably linked to the quality of design and construction. In response to growing concern that quality assurance practices were not providing the desired degree of highway quality, the Federal Highway Administration, the American Association of State Highway and Transportation Officials, and several industry associations joined forces in 1992 to form a unique partnership called the National Quality Initiative (NQI). Its stated goal was to promote the improvement of highway product quality as one of the keys to national economic competitiveness. The long-range plan of the NQI defines a broad series of objectives and activities designed to raise the level of consciousness on quality issues. This article examines the shortcomings of current quality assurance programs, the seriousness of this problem, and what is being done to demystify basic quality assurance technology and make it rationally comprehensible to its many users. While the necessary technology exists, as does the talent to use that technology, the processes that would ensure their proper use have yet to be put in place.
