This workshop started with the identification of the legal and procurement issues associated with the design, development, and operation of Integrated Transportation Management Systems (ITMS). A total of 30 issues were identified during the initial discussion. The workshop participants then reviewed these issues for common themes. The five general areas of contract issues, legislative needs, operational and privacy concerns, innovative financing, and liability issues emerged from this discussion. Issues and action statements (included here) were developed to help define the major concerns within each of these five areas.
