The approach emphasized public involvement and cooperation, using a panel of experts from the aviation community to establish guiding principles, select the analysis procedure, develop evaluation criteria, and choose criteria weights for the new priority-setting model. The panel included airport managers, metropolitan planning organization aviation planners, aviation consultants, and state aviation planners.
