Availability: Find a library where document is available Abstract: Idaho, like other states, has faced the challenge of meeting the requirements of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) in development of a Statewide Transportation Improvement Program (STIP) that meets both federal requirements and State needs. This paper discusses how Idaho met this challenge through the development of a USER FRIENDLY STIP.
