Abstract:

This article is adapted from a speech given by Mary Lynn Tischer, Director, Office of Policy Analysis, Evaluation, and Intergovernmental Relations, Virginia Department of Transportation, at the Transportation Research Board Joint Summer Meeting of the Planning, Economics, Finance, and Management Committees in July 1995. It offers insight into how state departments of transportation are coping with changes in public attitudes toward government.
