Abstract:

This paper highlights ten key features of total quality management (TQM) which are essential ingredients for successfully implementing quality management in highway maintenance. These represent some of the more challenging and creative aspects of the TQM process, since they call for real changes in the ways departments of transportation view, organize, manage, and implement highway maintenance practices.
