Abstract:

Workshop Session 23 examined the various factors that are important to take into account in selecting, developing, and maintaining a pavement management system (PMS) to ensure that an agency gains maximum benefit from its investment. The participants noted that: (1) unless an agency decides what the scope of a system ought to be, there is a risk of selecting and developing a black box that in the long run will not produce credible results relevant to the needs of the senior management or budget decision makers; (2) development of the system must be entirely compatible with the decision-making environment of the organization from the point of view of staff skills, relevant data types, quantity, quality, and the required reporting style; and (3) the evaluation of benefits of PMSs is of fundamental importance and should be one of the major themes of a future conference.

Supplemental Notes:

Volumes 1 and 2, published prior to the conference, include papers to be presented at the conference.
