Workshop Session 9 addressed the selection, development, and maintenance/operation of a pavement management system. Each of the session's 37 participants from around the world was assigned to one of four groups. Each group had a specific topic: system selection (first and second groups), system development (third group), or system maintenance/operation (fourth group). Each group identified important factors in its assigned area and established priorities for these factors.

Volumes 1 and 2, published prior to the conference, include papers to be presented at the conference. Volume 3, published after the conference, contains the opening and closing plenary session addresses, keynote presentations, several invited papers, and results of the various workshops.
