The charge to the conference is that participants must take advantage of this opportunity to forge international links of cooperation to ensure that important developments in pavement management, wherever they occur, can be effectively used by the world community. In considering the future direction of pavement management, participants are charged with considering the following factors, in no order of priority since all are important: performance models, traffic data, data acquisition, user costs, optimization, and construction.
