Abstract:

This synopsis, which appears in a compendium of conference papers, identifies travel time as the most appropriate measure of congestion in that it can be measured for all modes and that changes can indicate the effectiveness of implemented congestion management strategies. The synopsis describes a paper that reviews four monitoring programs to assess the use of travel time as a congestion management tool.
