Abstract:

This report contains the recommendations of the Workshop on SHRP Follow-Up Research Studies. These recommendations represent the participants' consensus regarding the research needs in the areas of highway operations, concrete and structures, and asphalt. Since it began in 1987, the Strategic Highway Research Program (SHRP) has expended some $150 million and achieved numerous important accomplishments. However, recognizing the potential benefit of supplementing the completed research, the American Association of State Highway and Transportation Officials' (AASHTO's) Standing Committee on Research (SCOR) recommended and AASHTO approved National Cooperative Highway Research Program (NCHRP) Project 20-35, "Plan for SHRP Follow-Up Studies", as part of the NCHRP FY '94 program. This project's objective is to identify and prioritize research and development activities that should be pursued following the completion of SHRP, to build on completed research and help facilitate the SHRP findings. As part of NCHRP Project 20-35, Dr. Kenneth A. Brewer, Dr. David G. Manning, and the team of Dr. Jon A. Epps and Dr. Peter E. Sebaaly were selected to perform work related to the SHRP research areas of Highway Operations, Concrete and Structures, and Asphalt, respectively. Specifically, the investigators were assigned the task of compiling a list of potential research projects in the three SHRP research areas through reviewing SHRP publications and through communicating with individuals involved in the conduct, surveillance, management, and use of SHRP research. In this task, the investigators identified nearly 100 potential research topics and provided detailed problem statements and research objectives for several selected problems in each research area. The next step in NCHRP Project 20-35 involved the participation of nearly 50 individuals representing various sectors of the highway community in a workshop focused specifically on evaluating the prospective SHRP follow-up research projects. This report summarizes the workshop findings. It identifies the recommended research projects and provides details of each problem, project objectives, potential benefit to highway agencies, and estimates of the funds and the time period required to perform the research.
