Availability: Find a library where document is available Abstract: This paper begins with a brief history of the U.S. Army Corps of Engineers regulatory program for the dredging of ports and waterways, noting that the program has become very environmental since the 1960s. This is followed by a look at what the Corps wants to do to manage the program better. Next, the paper addresses some of the issues which are more inland. The practicability test for determining that a project is the alternative that is the least environmentally damaging practicable alternative is discussed and mitigation banking is explained. Concluding comments concern the appeal process in the event a permit is denied.
