Abstract:

Access management laws, regulations, policies, and guidelines do not improve transportation safety and efficiency. Enhancements to our roadways increase safety and efficiency. The key to improving safety and efficiency through access management is implementation of an access management program. This paper discusses the administration and implementation of an access management program.
