Abstract:

The role of manager for defense transportation is filled by the U.S. Transportation Command (TRANSCOM). The command was created to be the Department of Defense's (DOD's) single manager for common user transportation and was organized to support commanders on the front lines. TRANSCOM is responsible for ensuring that the defense transportation system is prepared to meet the demands of the emerging national defense strategy. Creating TRANSCOM was the first and most crucial step in striving to achieve true intermodalism within DOD. This resource paper focuses on the implications of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) for intermodal initiatives at TRANSCOM.
