Abstract:

The goal of most Driving While Intoxicated (DWI) programs has been to prevent drinking driving behavior. Deterrence theory is predicated on the belief that a behavior can be prevented by the threat of punishment. The effect of deterrence may be specific or general. Specific deterrence seeks through punishments, education and treatment to influence the drinking driver who has already been apprehended to refrain from drinking and driving in the future. General deterrence strives to influence all drivers, especially those who drink and drive who have not yet been apprehended for DWI. Because of the potential to influence a much greater number of people, the general deterrence value of various countermeasures and sanctions has been evaluated most often. This paper examines the state of knowledge of the following deterrents: licensing policies; adjudication; and sanctions other than licensing. Specific recommendations for increasing deterrence are outlined.
