Abstract:

This conference presentation discusses the intended and unintended consequences of the decentralization of metropolitan areas and presents four ideas, tried and proved in the United States and Europe, that might ameliorate these consequences. The first is to try to slow down the trend through holding action by center-city economic development agencies and public/private partnerships, working with those institutions and corporations that have a commitment to the center city. The second strategy is to encourage a regional approach to government, particularly toward tax-sharing. A third approach is to encourage affordable and public housing in the near-in and fringe suburbs. The fourth approach is to improve the efficiency of central city public services. In conclusion it is pointed out that the decentralization of major U.S. cities has begun, and it is probable that the 1990s offer the last chance to reverse this trend.
