Abstract:

This circular presents a strategic highway safety plan developed by the Transportation Research Board's (TRB's) Committee on Planning and Administration for Transportation Safety in cooperation with the American Association of State Highway and Transportation Officials' (AASHTO's) Standing Committee on Highway Traffic Safety. The plan provides the framework for a strategic approach to highway safety for the 1990's. It is designed as a flexible document to allow responsiveness to change and accommodate emerging technologies. Nineteen specific safety issues are identified. Part A of the circular elaborates on these nineteen issues. Part B consolidates these issues into ten categories and provides an analysis consisting of a goal, an objective, a brief description and an action plan for each category. In most of the action plans, the initial tasks are to establish a multi-disciplinary team. Sample team compositions are identified in the appendix.
