Abstract:

The Fort Point Channel area is one of Boston's last sites with major land use development potential. This area is the focal point of major zoning, transportation, parking, and land use studies being undertaken at many levels in both the public and private sectors. This study, sponsored by the Boston Transportation Department, was designed to conduct a comprehensive study of the local roadway improvement options in the area. The study was closely integrated with land use/zoning planning efforts of the Boston Redevelopment Authority. Because the context of this study is in an evolutionary stage, one of the key products of the study is the provision of the computer simulations of base plans and traffic information to the city so that it will be able to adjust to changes affecting transportation analysis in the area. This paper discusses the comprehensive data collection procedure, the cordon analysis methodology, and the complex interagency coordination aspects of this study and the use of the TRANSPLAN model to assess a wide array of local street options. A total of 12 different traffic forecasting scenarios were run as well as several iterations of an interim preferred local street scenario.
