In urban areas where previous employment data bases have not been kept current or where none exist, the task of developing an employment data base by employment categories at the traffic analysis zone level can be extremely daunting. Prior to 1987 the majority of urban areas within Texas used land use acres as a determinant of attractions for travel demand modeling purposes. The events and decisions which led to a transition from acreage to employment based attraction models are discussed and serve as an introduction to the current methodology for developing a base year employment data base.
