The early development of scenic highways is outlined, followed by discussion of the National Scenic Byways Workshop that took place in July 1990. This workshop grew out of the strong coalition of groups that emerged from Scenic Byways '88, a National Conference To Map the Future of America's Scenic Roads. Other areas discussed include the definition of scenic byways, the common concerns of scenic byways proponents, economic benefits of scenic byways, and the idea of a coordinated national program.
