Abstract:

This paper explains the point method used by the West Virginia Department of Transportation's Division of Highways for equipment procurement. The areas of award criteria include cost, specifications, previous experience, warranties, and delivery. Each criteria area has been assigned a maximum possible score. The West Virginia Division of Highways Evaluation Committee, consisting of four individuals, ranks the unit and awards a percentage of possible points based on the ranking.
