A database by contract section was developed for the state highway system of Indiana. Covariance analysis was performed to test the effect of climatic region. Regression models were developed to examine the effect of routine maintenance expenditure level on rate of change in pavement roughness. Two highway classes and three pavement types were considered in the analysis. The database included a total of 550 pavement contract sections. The results can be used to develop an effective maintenance program.
